Manila transport guide: NAIA, bus terminals and ferries
At NAIA, Philippine Airlines uses Terminal 1 for international and Terminal 2 for domestic flights, Cebu Pacific uses Terminal 3, and AirAsia Philippines flies international from Terminal 1 and domestic from Terminal 2 since 29 March 2026. Turboprop flights to El Nido, Coron and Siargao no longer leave from NAIA at all: they use Clark. Long-distance buses leave from company terminals, not one station: Cubao and Pasay for Baguio, Sampaloc and Cubao for Banaue, Buendia, Cubao and PITX for Batangas.

NAIA to Manila city: Grab, taxi and UBE Express bus
By air, into NAIA's three terminals, each assigned by airline; the list is in the airport section below. Moving between terminals is a road transfer, not a walk.
By bus, into the company terminal you left from elsewhere in Luzon: Victory Liner and Solid North into Cubao and Pasay from Baguio, Ohayami into Sampaloc and Coda Lines into Cubao from Banaue.
By sea, 2GO's ships come into the North Port Passenger Terminal at Pier 4, Manila North Harbor, from Coron, Puerto Princesa and other islands.
NAIA terminals by airline in 2026
Ninoy Aquino International Airport (NAIA) (MNL)
NAIA's terminals are assigned by airline. As of 2026:
- Terminal 1: Philippine Airlines international flights; AirAsia Philippines and AirAsia Malaysia international flights since 29 March 2026; and many foreign airlines
- Terminal 2: Philippine Airlines and PAL Express domestic flights, and AirAsia Philippines domestic flights
- Terminal 3: Cebu Pacific; and foreign airlines including, since 29 March 2026, Air China, China Eastern, Vietnam Airlines, Royal Brunei and Shenzhen Airlines
AirAsia asks international passengers at Terminal 1 to arrive at least three hours before departure.
The airport has been run by a private operator, New NAIA Infrastructure Corp, since September 2024, with the airport authority keeping ownership and the regulatory role.
Not at NAIA. Since 29 March 2026, turboprop flights to El Nido, Coron (Busuanga), Siargao, Masbate, Naga and San Jose in Mindoro leave from Clark, about two hours north by road.
Wrong terminal? The terminals are not joined airside, but a free inter-terminal shuttle loops Terminals 1, 2 and 3 around the clock, every 15 minutes at busy times and every 30 minutes from midnight to 2 a.m. Catch it at the arrival curbside: at Terminal 2 across from bay 11, at Terminal 3 at bays 12 and 13. Show your boarding pass or booking to be boarded first.
Into the city, 2026 airport guides put Grab at roughly ₱200 to ₱600 depending on distance and surge, a metered taxi from the official queue at ₱250 to ₱600, and a fixed-rate coupon taxi at ₱500 to ₱700. UBE Express airport buses run a reduced set of routes in 2026, with several earlier routes, including Makati, suspended. Grab picks up at the Terminal 1 Grab booth and arrival bays A to C, and at Terminal 3 from the multilevel car park, Level A, near Gate 7.
Manila bus terminals, North Harbor ferries and Clark flights
There is no central bus station. Each company runs its own terminal, so the terminal depends on the company:
- Baguio: Victory Liner from Cubao and Pasay, round the clock; Solid North from Cubao and PITX
- Banaue: Ohayami Trans from Fajardo Street at Lacson Avenue, Sampaloc; Coda Lines from the HM Transport terminal, Cubao
- Batangas Port: Ceres Transport hourly from Buendia; JAM Liner and DLTB from Buendia and Cubao; buses also from PITX, the Parañaque Integrated Terminal Exchange
By sea. 2GO boards at the North Port Passenger Terminal, Pier 4, Manila North Harbor. Its sailing schedule, updated January 2026, lists MV 2GO Masigla to Puerto Princesa on Fridays at 17:30, MV Francis Xavier to Coron on Fridays at 17:30, and MV St. Francis Xavier to Siargao on Mondays at 18:30. 2GO tickets include the Manila North Port terminal fee.
From Clark. For El Nido, Coron and Siargao by turboprop, and for Sunlight Air to Caticlan, the flight leaves from Clark, not NAIA.
Manila to Baguio bus: Victory Liner schedule and fares
Take the bus. Victory Liner runs to Baguio round the clock from its Cubao and Pasay terminals, from ₱655 for a regular air-conditioned seat to ₱1,581 for Royal Class from Cubao, but in late September 2026 it was selling tickets only at its terminals while its online booking was upgraded. Solid North runs from Cubao and PITX and can be booked online. The trip is about five to six hours.

Victory Liner's classes, from Cubao, 30 September 2026:
From Pasay the same classes cost slightly more: ₱669 Regular Inner Cities, ₱680 Regular Express, ₱801 Deluxe, ₱1,078 First Class and ₱1,616 Royal Class.
Inner Cities or Express. Victory Liner's Inner City trips stop in the towns along the way. Express trips keep to the expressways and skip the provincial towns, which is the difference worth paying ₱11 for. From Cubao, the departures on 30 September 2026 ran from 00:15 to 23:55, with at least one bus every hour.
Buying the ticket. On 23 September 2026 victoryliner.com showed only a notice that online booking was being upgraded and that tickets were on sale from the ticket sellers at its terminals or from the conductor, and its buses had also disappeared from 12Go for October dates. Until that changes, go to Cubao or Pasay and buy there, early on a Friday or before a holiday weekend. Senior citizens and PWD get 20% off, sold only at the terminal booths anyway. Check-in is 20 minutes before departure. Tickets are non-refundable, and can be rebooked once, up to 15 days after the trip date, for a 10% charge. After that the fare is forfeited.
Solid North is the one to book online meanwhile. For 7 October 2026, 12Go was selling its 45-seat Deluxe from Cubao at ₱841.50, at 03:00, 05:00, 08:00, 14:00 and 17:00, and its 28-seat Luxury from PITX, the Parañaque Integrated Terminal Exchange, at ₱1,298, about every two hours from 03:00 to 23:00.
Manila to Batangas Port bus for Mindoro ferries
Take a bus signed for Batangas Pier, not just Batangas. Ceres Transport runs hourly from Buendia to Batangas Port in about two hours, JAM Liner and DLTB also run pier buses from Buendia and Cubao, and RRCG runs from NAIA Terminal 3. Expect to pay roughly ₱200 to ₱300, or ₱450 on RRCG's First Class bus from the airport.

The sign that matters. Buses from Manila to Batangas City end at two different places: Batangas Pier, where the ferries to Mindoro leave, and the Batangas City Grand Terminal in town. Both JAM Liner and DLTB run to each. If you are catching a boat, the bus has to say Pier.
Who runs it. For 7 October 2026, Ceres Transport was selling an hourly air-conditioned bus to Batangas Port from Buendia Bus Terminal, from 02:00, and also from Araneta Center Bus Port in Cubao and from PITX, timetabled at two hours. JAM Liner and DLTB run pier buses from their Buendia and Cubao terminals.
Straight from the airport. RRCG Transport runs a First Class bus from NAIA Terminal 3 to Batangas Pier, on sale for 7 October 2026 at 05:00 and 07:00 among others, ₱450 and timetabled at under two hours. If you land at NAIA and are heading for Puerto Galera or another Mindoro ferry, that saves the ride into the city to find a bus terminal.
Some buses sold as "Manila to Batangas" go somewhere else entirely, for example RRCG to SM City Lipa Grand Terminal, which ends in Lipa, not at the port. Check the arrival point before paying.
Timing a ferry. Two hours is the timetable, not a promise. Leave room for the traffic out of Manila before choosing a sailing.
Budget ₱90 for the port terminal fee. The passenger terminal fee at Batangas Port went from ₱30 to ₱60 on 1 January 2026 and to ₱90 on 1 July 2026, in two steps the Philippine Ports Authority approved. Students, senior citizens and PWD are exempt.

On Lacson Avenue in Sampaloc, at the Fajardo Street corner. This is not the terminal cluster used for most other northern routes, which is the mistake that puts people on the wrong side of the city an hour before an evening departure.

A motorbike carries one passenger and little luggage, so it suits getting across town, not an airport run with a suitcase.
