Cebu South Bus Terminal for Moalboal
The Moalboal buses leave from Cebu South Bus Terminal on N. Bacalso Avenue, next to CityMall. The North Bus Terminal, inside the SM City Cebu compound, is for the north of the island and has nothing for Moalboal.
Two Ceres routes run to Bato at the southern tip, and only one passes Moalboal. Get on the bus signed Bato via Barili, which follows the west coast. Bato via Oslob goes down the east coast and never comes near Moalboal. Some Moalboal buses are signed Badian or Moalboal instead, and those are fine too.

The bus stops in Moalboal town, by the public market and the Jollibee on the highway. Most visitors are staying at Panagsama Beach, about 3 km away. Catching the bus back in Moalboal
The buses to Cebu stop on the highway through town, by the market and the Jollibee, the same place the southbound buses drop you. From Panagsama, take a tricycle back to town first.

From Mactan-Cebu airport. There is no bus from the airport to Moalboal. The cheap way is MyBus from the airport to SM City Cebu for ₱50, then a taxi or Grab to the South Bus Terminal for about ₱150 to ₱200, then the Ceres bus: four to five hours in all. A private car from the airport takes two and a half to three hours for about ₱3,000 to ₱5,200.
On to Oslob. No bus runs straight from Moalboal to Oslob. Take a southbound bus from the highway in Moalboal to the bus terminal at Bato, about two hours, then change to a bus signed for Cebu via Oslob, about 30 minutes more. To be at Oslob by 09:00 for the whale sharks, you would have to leave Moalboal very early, and guides suggest staying a night in Oslob instead.
Back to Cebu for the boats. The ferries to Bohol, Siquijor and Dumaguete leave from the Cebu City port, a taxi ride from the South Bus Terminal.

The mistake people make on this road is the sign. Both Ceres routes to Bato leave the same terminal, and both say Bato on the front. Bato via Barili runs down the west coast through Moalboal. Bato via Oslob runs down the east coast and never passes Moalboal. Check the sign before you get on.
